Federally-Qualified Health Centers: A U.S. case study

In this case study, commissioned for our Tools for Change Symposium in April 2010, Joni M. Steinman of AUSMS Healthcare Consultants looks at the single largest national primary care network in the US. Known as Federally Qualified Health Centers (FQHCs), these provider organizations offer an ever-expanding menu of primary, ancillary and specialty services. They are governed by community boards, typically serve high-need communities, and must meet performance and accountability requirements. FQHCs have unique financing structures, leveraging federal, state, county, city and other funding sources. The study observes that FQHC providers have used ingenuity to promote and achieve integration and continuity of care, in the face of funding policies that appear to have been devised without adequately considering the implications for patients.
